CIO no longer has to be technical in this region even without cloud ( compared to western countries). There are CIOs without IT degree are running the shows nowadays. The key question is that would it be easier life for CIO to prusuit IT issues which are beyond his direct emperor...I think its a known issue from outsourcing experinece and there is no delima when it comes to cost and compilance
